It is illegal to use a cell phone while driving when you are under 18 or when you are driving in a school zone due to laws aimed at enhancing safety among younger drivers and in areas where children are often present.

For drivers under 18, these restrictions recognize that young and inexperienced drivers may be more easily distracted and therefore, it is crucial to minimize distractions to promote safer driving practices. Additionally, school zones typically have a higher concentration of pedestrians and children, increasing the risk of accidents. By prohibiting cell phone use in these areas, the law aims to keep both drivers and pedestrians safe.

The other choices do not capture the full scope of the regulation. While cell phone use can be dangerous in various situations, the specific restrictions in Ohio focus on the age of the driver and the context of the environment, such as school zones.
